Like many other European states, Luxembourg took, and is still about to take, many unprecedented support measures for the real economy strongly affected by COVID-19. Luxembourg recently adopted the law of 3 April 2020 on the provision of aid to undertakings in temporary financial difficulties and the law of 18 April 2020 on the guarantee regime for the Luxembourg economy in the course of the COVID-19 outbreak.

The hotline 8002 8080 set up in the context of the COVID-19 outbreak now offers multilingual psychological support, seven days a week, from 7 a.m. to 11 p.m. In a period of containment linked to the COVID-19 epidemic, many people in crisis, anxiety or discomfort find themselves alone facing their questions and uncertainties. This telephone psychological support service is therefore offered to all those who feel the need. It is operated by highly qualified teams prepared to guide a person in distress, by teleconsultation.
On 21 March 2020, the Luxembourg Government de-clared a state of emergency (état de crise) for a period of up to three months based on article 32 (4) of the Luxembourg Constitution, enabling it and the CSSF to enact some temporary measures to facilitate the continuance of business of Luxembourg investment funds, management companies and alternative investment fund managers.
In response to the economic challenges arising from the coronavirus crisis, the Luxembourg Government has set up an economic support package. The exceptional and extraordinary measures included are worth nearly €9 billion, or roughly 15% of GDP. This is the largest amount of economic aid ever mobilised in Luxembourg to help businesses and their employees get through difficult times. In response to the emergency, the economic support package addresses all businesses: small merchants, SMEs and self-employed people. Many of the governmental support measures are also suitable for startups. We will in the coming days offer a series of webinars about these support measures.
